Sheriff Jeff Hughes Announces Newly Appointed WCSO Command Staff

Williamson County, TN —Sheriff Jeff Hughes is proud to release the Williamson County Sheriff’s Office Command Staff which became effective on January 20, 2025.

These unprecedented changes represent significant opportunities for growth and development for personnel across the organization now and in the years to come. “Expanding our Command Structure and supervision throughout the organization provides for greater accountability and accessibility that will translate to a more effective and efficient delivery of services. I felt that balancing the invaluable institutional knowledge of existing personnel with the fresh perspectives brought by new team members was vital as we move forward. This restructuring initiative reflects months of planning and preparation since Hughes took office in March of 2024. Hughes expresses appreciation to staff throughout the organization, who participated in offering insights and suggestions that guided this process.

Deputy Chiefs:

 

  • Deputy Chief Joey Kimble: Criminal Investigations, Narcotics, K9, Backgrounds, Records, and Internal Affairs.

Deputy Chief Joey Kimble began his 35-year law enforcement career in 1984 in his hometown with the Fairview Police Department. He later served ten years with the Brentwood Police Department. In July 1994, while with Brentwood PD, he was assigned to the 21st Judicial District Drug Task Force. In October 1995, he transitioned to a full-time role as a drug investigator with the Task Force, and in November 1998, he was promoted to Director.

For 24 years, Deputy Chief Kimble led the 21st Judicial District Drug Task Force, spearheading groundbreaking initiatives in drug interdiction, pharmaceutical diversion, and multi-jurisdictional task force operations. Under his leadership, the Task Force achieved significant advancements in asset forfeiture policies and implemented data-driven, strategic enforcement techniques. His leadership style emphasizes empowering personnel, fostering community trust, and promoting transparency and justice in every aspect of the division’s operations. By integrating cutting-edge technology and best practices, he has consistently enhanced the operational effectiveness of his teams.

A retired Desert Storm veteran, Deputy Chief Kimble dedicated 20 years of honorable service as a C-130 combat medic with the Tennessee Air National Guard, as well as additional time with the Tennessee Army National Guard until his retirement in 2006. His career exemplifies unwavering dedication to service, both at home and abroad.

Deputy Chief Kimble will serve as the designated second-in-command of the Williamson County Sheriff’s Office in the event the Sheriff is unavailable.  This is in accordance with T.C.A. § 8-8-107,

 

  • Deputy Chief Matt Gelfand: Strategic Planning, Patrol, Traffic, and the School Resource Officers (SRO) Division.

 

While working in the private sector as a successful business entrepreneur, Deputy Chief Matt Gelfand has continued his service as a Reserve Deputy with the Williamson County Sheriff’s Office for more than a decade. He began his public service career as a Firefighter in Long Island, NY, where he also served as 2nd Lieutenant, 1st Lieutenant, and Captain of an engine company. He responded to multiple large-scale incidents, including the 9/11 terrorist attacks. After his firefighting career, Gelfand successfully owned and managed a Security Company that employed more than 350 employees working on projects internationally and across the United States.

Gelfand has a Master of Business Administration from Vanderbilt University and he holds certifications such as EMT, TCCC, Tactical Operations in Law Enforcement. In addition to working at the Sheriff’s Office, Gelfand began his Tennessee Law Enforcement career with the Brentwood Police Department.

 

  • Deputy Chief Rodney King: Special Operations, Special Teams, Special Events, Aviation, and Fleet Management.

Deputy Chief Rodney Ryan King graduated from the University of West Alabama with a Bachelor’s Degree in Business Management in 1998. King began his career with the Williamson County Sheriff’s Office in October 2002 and has served in the Court Security/Transportation Division, the Patrol Division, and Special Operations.

King holds numerous Specialized Instructor Certifications, including Domestic Violence, Distraction Device, Chemical Munitions, Defensive Spray, TASER, Master Firearms, and Rapid Response to Active Shooter Instructor. His professional development also includes advanced courses such as Officer Safety High-Risk Event Planning, Incident Command Systems (200-900), and Police Sniper Levels I-IV. King is a graduate of the F.B.I. National Academy (2017) and the Tennessee Law Enforcement Executive Development Seminar (2022). He is scheduled to complete the Leadership Franklin Course in 2025.

 

  • Deputy Chief Freddie Moore: Detention Division, Court Services, and Civil and Criminal Warrants Divisions.

Deputy Chief Freddie Moore is a Williamson County native.  He began his career with the Williamson County Sheriff’s Office in 1985, starting in the Patrol Division and steadily advancing through the ranks while working in multiple divisions. In 2003, Moore was appointed and served as the Captain of the Court Services and Warrants Division, a position he has held for more than two decades.  Moore also previously served as the Designated Command Officer under former Sheriff Dusty Rhodes in the event he was unavailable.

Moore has completed advanced training in key areas, including Crime Scene Investigations, Homicide Investigations, Interview and Interrogations, State and Local Fugitive Investigations, and Federal Law Enforcement. He also undertook specialized leadership training at the renowned Institute of Police Technology and Management, Advanced ICS for Command and General Staff, Intermediate ICS for Expanding Incidents, Current and Emerging Issues and Law Enforcement Ethics.

In addition to his law enforcement career, Deputy Chief Moore served on the Williamson County School Board from 1986 to 1991.

 

Captains:

  • Captain Joe Cortez: Appointed as the Director of Training for the Williamson County Sheriff’s Office. Cortez’s expertise includes a Doctorate of Education to ensure a professional, well-trained team ready to meet the challenges of modern law enforcement.

 

  • Captain Becky Coyle: Appointed as the Public Information Officer, Coyle will also oversee Crime Prevention, Community Relations, Accreditation, and Policy and Procedure Management.

 

  • Jail Administrator – Carole Esteban: Appointed as the Jail Administrator to ensure full compliance with Tennessee Corrections Institute (TCI) standards while managing administrative operations of the detention facilities.

 

  • Captain Jim Handy: Appointed to oversee Court and Warrant Services and Prisoner Transportation to ensure safety, order, and the timely execution of processes.

 

  • Captain Tameka Sanders: Promoted earlier this year, Sanders leads and manages the Criminal Investigation Division to include property and persons crimes, computer forensics, cell phone analytics, internet crimes against children and crime analysis.

 

  • Captain Chris Mobley:  Appointed to manage administrative task to include strategic planning, data driven policing, pursuit review and analysis, use of force review and analysis, traffic enforcement analysis and other specialized administrative task with the Patrol, Traffic and SRO division.

 

  • Captain Jesse Williams: Appointed to lead and oversee Patrol Operations and to provide accessibility and accountability to Patrol Deputies.

 

  • Captain Chad Youker: Appointed earlier this year to directly lead and oversee the Detention Floor Operations, Booking and Classifications, Inmate Programs, Food Services, Prison Rape Elimination Act (PREA), Detention Accreditation and Compliance, Maintenance, and the Litter and Yard Crew.

 

  • Captain Leonardo Zollicoffer: To continue in his role leading and managing the School Resource Officer (SRO) program over all Williamson County public schools and the Franklin Special School District.
